The Scheme

The Public Service Superannuation Scheme (PSSS) was established through the operationalization of the Public Service Superannuation Scheme Act, No 8 of 2012. The Scheme commenced through a gazettement by the Cabinet Secretary/National Treasury on 1st January, 2021 under Legal Notice No. 156 of 12th August, 2020 pursuant to section 1 of the Act. The Board of Trustees was correspondingly appointed in accordance with section 10 of the Act through Gazette Notice No. 5454 of 7th August, 2020. The Board shall be a body corporate with perpetual succession and a common seal as per section 10 (2) of the Act.

The commencement of the contributory scheme is in line with the Policy direction issued by Government through The National Treasury Circular No. 18 of 2010. The Government directed the conversion of all Defined Benefit (DB) Schemes in the Public Sector to Defined Contributory (DC) Schemes. The objective was to align public service pension schemes with best practice in the retirement benefits industry
