Senior Assistant Inspector General Rosemary Kuraru, was appointed as a Board Member of the Public Service Superannuation Scheme (PSSS) in 2021, to represent the Inspector General, National Police Service. She is the Director Human Capital Development at the National Police Service. Rosemary is an alumnus of the prestigious National Defence College of Kenya. She holds a Masters of Arts in International Studies from the University of Nairobi (UoN), a Bachelor of Science in Counselling Psychology from Mt. Kenya University (MKU) and a Higher Diploma in Psychological Counseling from Kenya Methodist University (KEMU).
She has attended Governance Training in English point and Dubai,International Audit Training at Whitesand, SCAC Training 2023, Corporate Governance Training (2022), Trustee Development Training in Kenya (2021), State Corporations Advisory Committee (SCAC) Training (2017), Senior Mission Leadership Course at the International Peace Support Training Centre (IPSTC, 2017), Strategic Leadership Development Programme (SLDP, 2016), and Senior Management Course (SMC, 2014) at the Kenya School of Government. This has made her a seasoned professional and a public servant whose integrity is beyond reproach.
Rosemary is a career Police Officer, who joined the National Police Service in 1993 as a Police Constable. She has served for twenty-nine (29) years and has risen through the ranks in the male-dominated Police Service to become among the first women to achieve the rank of Senior Assistant Inspector General of Police and the first lady Director of Human Capital Development in the National Police Service.
Prior to her current appointment, Rosemary served in different capacities that involved making operational, strategic and administrative decisions for the National Police Service. She has been the Head of the Department for Police Procedures at both the School of Basic & Leadership Studies at the National Police College, Kiganjo charged with enhancing leadership capacities for both recruits and senior police officers undertaking leadership courses. She has also served as Officer Commanding Police Division (OCPD) Kenya Airports Police Unit, charged with the mandate of ensuring the safety of all passengers, airport premises and aircraft at four airports; Jomo Kenyatta International Airport, Wilson, Wajir and Isiolo Airports. She was also mandated to investigate crimes related to Human & Drug Trafficking, Countering Terrorism among others besides facilitating visiting dignitaries. Rosemary has also served at the Kenya Police Service Headquarters as a Staff Officer for Personnel and was responsible for overseeing the staffing of police officers across stations and critical police units in the republic of Kenya.
Due to her exemplary performance and leadership abilities, she was awarded the Elder of the Order of the Burning Spear (EBS) on 12th December, 2023 by His Excellency Dr. William Ruto, President of the Republic of Kenya.
Rosemary is a former board member of the Private Security Regulatory Authority. Currently, she is a board member for Utumishi Girls Secondary School.
